THE QUICK ANSWER

Do I need a permit to remodel a bathroom in Sacramento County?

Yes, if the remodel touches plumbing, electrical, gas or mechanical work. A cosmetic refresh with nothing moved or replaced usually doesn't need one.

- Sacramento County lists kitchen and bath remodels as permit projects.

- Moving a drain, a shower or an outlet means you need a permit.

- Replacing a shower or tub enclosure is also on the county's list.

- The county sets the permit fee, and it depends on the job.

- Cities like Roseville and Folsom run their own building departments.

## The list Which projects does the county say need a permit?

Sacramento County's Building Permits & Inspection Division publishes a list of typical projects that need a permit ( Sacramento County ). For a bathroom, these are the ones that matter:

- kitchen and bath remodels,

- shower and tub enclosure replacement,

- ceiling fans and lights, and

- water heaters.

This is the county's rule. If your home sits inside Sacramento, Roseville, Folsom, Elk Grove or Rocklin city limits, your city's building department sets the rule instead.

## The trigger When exactly does a bathroom remodel need a permit?

The county's rule reaches past the list. Anyone who intends to "erect, install, enlarge, alter, repair, remove, convert or replace any electrical, gas, mechanical or plumbing system" has to get a permit first. In a bathroom, that covers:

- moving a shower, tub or toilet,

- relocating a drain or a supply line,

- adding or moving an outlet or a light, and

- running a new gas line.

In our Aug 19, 2026 interview, asked when a kitchen remodel needs a permit, owner Ed Lane put the line the same way: "It's when we're moving any plumbing or electrical, they want to see what's going on."

## Exempt work What bathroom work doesn't need a permit?

The county doesn't list every exemption itself. It says: "Refer to the California Building Code (CBC) and/or California Residential Code (CRC) 105.2 for work that is exempt from permit." In the same interview, he put it this way: "There is no permit needed for cabinetry or countertops or backsplash or flooring, painting." With no plumbing or electrical touched, that kind of refresh usually clears the bar without a permit. A new shower or tub enclosure doesn't, since it's on the county's list.

## The cost What does a permit cost?

The county's FAQ doesn't publish one flat fee for a bathroom, and the fee depends on the job. Ask the county's permit counter for a fee estimate before you budget, or ask us to walk you through it at the in-home consultation.

## The inspections Who pulls the permit and deals with the inspections?

On our jobs, we do. As our process page says, we pull the permits and set up the inspections. Once a permit is issued, the inspector usually comes out more than once:

- before the walls are closed up, to check the new wiring, outlet spacing and GFCI protection, and

- at the end, to check the finished work, including smoke and carbon monoxide detectors.

We deal with the city, so you don't have to.

### What this page is for

It gives a straight answer, in Sacramento County's own words, on when a bathroom remodel needs a building permit.

### Who we wrote it for

A homeowner remodeling a bathroom in unincorporated Sacramento County. It doesn't serve homeowners inside Sacramento, Roseville, Folsom, Elk Grove or Rocklin city limits, who should check with their own city.

### Our lens

We're Valley Home Construction, a licensed Sacramento general contractor. We make money when a homeowner hires us, so we have a reason to want you comfortable with the permit step, since we pull it as part of the job. We printed the county's own rule so you can check it yourself.

### How we researched it

We read Sacramento County's Building Permits & Inspection FAQ on Sep 16, 2026 and again on Sep 24, 2026. The two quotes from Ed Lane come word for word from our recorded Aug 19, 2026 interview, and how we handle permits comes from our own process page.

### What we couldn't verify

Ed Lane hasn't reviewed this page yet; claims that needed his confirmation were removed. An exact permit fee for a bathroom remodel. The county's page doesn't publish one flat number, so this page doesn't give one.

### Decisions we made

- We quoted the county's own words for the permit trigger and the exempt-work pointer, so you can check them against the source.
- We added that shower and tub enclosure replacement is on the county's list, since it's easy to assume a like-for-like swap is exempt.
- We added the jurisdiction note, because the county and the city of Sacramento run separate building departments.

### Who wrote it

### Changes and corrections

- Oct 2, 2026: we traced every line about how we work, and every quote from Ed Lane, back to its source, and corrected the source for our founding year. We now say that Ed Lane's first quote answered a question about kitchen permits.
- Sep 24, 2026: Ed Lane hasn't reviewed this page yet; claims that needed his confirmation were removed. We removed the kitchen permit fee figures and a line about our permit policy, and now cite our process page for who pulls permits.
- Sep 24, 2026: new page layout. We re-checked the county list and added shower and tub enclosure replacement, which is on it. We removed a line suggesting a handyman could skip the permit, and corrected the interview date to Aug 19, 2026.
